Notes from the President

The new year is off to a great start — the community looks well-cared-for and the weather is starting to warm. Take this time to make sure you’ve got all your ducks in a row — you have your 2026 decal for your car, your transponder is working well, and you’ve adjusted your monthly assessments. Assessments have gone up for some: $162 for the 122 homes in VT, and $210 with larger increases to many other Sub-Associations. Your Sub-Association fee may have changed too.

I didn’t have room in this issue to name all of the volunteers who make up our multiple Committees. It is their work that helps keep us running smoothly throughout the year. So, thanks to all the past and present members of the Access Control, Architectural Review, Budget, Finance, Insurance, Communications, Landscape, Racquet Sports, Rules & Regulations, Safety, Community Center, Update and Compliance Committees. Their names appear later in the Newsletter.

We welcome the new and continuing members of these Committees. Your work is never-ending. Our gratitude and appreciation go with you all!

As spring comes, enjoy the beautiful spaces that surround you. Take advantage of the outdoors and meet and mingle with your neighbors. It’s a time of return in nature — consider that renewal attitude in yourself and relish your life here. We get it good here!

Management Message

2026 Decals

Residents must provide vehicle registration and insurance showing expiration in 2026 to obtain your 2026 decal for free. If you are unable to visit the PDCA office during business hours, you may email the registration and insurance to PDCAManager@desertcm.com and/or may fax your registration and insurance to 702-645-5015 and your 2026 decal(s) will be mailed out. If you have not obtained your 2026 decals by 2/28/26, compliance procedures will begin and your transponder may be deactivated.

Tennis Courts Rule #118

Rule #118 has been amended and approved by the PDCA Board of Directors on 6/19/25. Rule #118 now reads: Residents are limited to the use of one (1) court at a time with a limit of (3) guests per Resident on court. If we receive a complaint that you have more than 3 guests on the court, compliance procedures will begin.

Tennis Court Lights

The court timers are set to for 4pm to 10pm daily.

Tennis Courts Doors

Please do not prop the gate open with a rock. Residents/guests are noted leaving the courts open and unsecured when leaving. The gate should be always be left closed.

Garage Doors Open and Unattended

Please keep your garage door closed at all times except for egress/ingress.

Driveway Curb Ramps

Curb Ramps are not allowed unless you have submitted an ARC application with a medical letter/handicap placard and follow the PDCA Driveway Curb Ramp Community Standards to obtain an exception from the PDCA Board. The Sub-Association must sign off before PDCA will review your curb ramp request. Please contact the PDCA office and/or email PDCAManager@desertcm.com to obtain the curb ramp standards.

As a reminder, PDCA only provides Access Control and does not provide security. If you see something suspicious, please contact Metro immediately then contact your Gate to notify the Rover. The rover's job is to observe and report only.

A Year in Review: 2025 Painted Desert

Access Control Statistics

This time of year, we are always pleased to share a snapshot of the tremendous activity handled by our Marksman Staff. Once again, the numbers speak for themselves. 2025 was another extraordinarily busy year for your Painted Desert Access Control Gate Officers, Rovers, Supervisors, and Community Center Office staff.

Gate & Entry Activity

  • 299,474 visitors processed through the four manned Gates
    • Including 31,960 calls to Residents for entry via visitor phone
    • Several thousand not utilizing Quick Pass
  • 908,777 transponder entries using sound transponders
  • 1,613 services reported and actual Gate access issues
  • 83 persons screened at the Gates, Visitors responded

Emergency Services

  • 278 fire department, ambulance-related, and LVMPD entries in sync with Rover response
  • 26 responses involving consultations, Resident checks, Child & Adult Protective Services, and other government agencies
  • 8 alarm responses
  • 12 water leaks identified and reported

Community Awareness & Resident Assistance

  • 481 Residents contacted regarding open garage doors
    • 84 unsuccessful contact attempts
    • 134 voicemail messages left
  • 485 Residents’ transponders tested and installed
  • 238 additional incident reports processed and followed up by Gate Officers, Rovers, Supervisors, and Office staff

Enforcement & Compliance

  • 76 citations issued to community violators
  • 41 stop sign violations
  • 37 speeding violations
  • 130 identified Gate runners, violation letters mailed
    • An additional 52 could not be identified
  • 327 violation letters issued for off-hours parking after midnight

Patrol Operations

  • 4,520 patrols performed (an average of eight patrols per day, per shift—more as needed)
  • 3,390 maintenance truck patrols
  • 160 golf cart patrols—regular inspections of streetlights, tennis courts, gates, homeowner exceptions, as required

Please Note: Some incidents are reported directly to Metro Police without notification to PDCA or are only shared between neighbors. It is critical to contact Metro first, followed by a report to Gate Control to help document and address issues. Residents are encouraged to secure their homes with alarm systems, cameras, exterior lighting, and by keeping vigilant neighbors informed—working together helps everyone.

2026 Decals

2026 Decals are available from the Community Center. You must provide your Valid 2026 Proof of Registration and Insurance. You can provide your information via fax, email, mail or drop box.

If you don’t display your current 2026 decal as required, the compliance process will begin, and you face possible fines and penalties.

Architectural Review Committee (ARC) News

ARC Approved

Do I need a permit?

At a recent town hall meeting, representatives from the City of Las Vegas shared important information regarding when a building permit is required. In general, any work involving electrical, mechanical, or plumbing systems requires a permit. It is also important to note that the Painted Desert community falls under the jurisdiction of the City of Las Vegas, not Clark County.

According to the City's website, lasvegasnevada.gov, "Prior to the building process, there is a planning and development process that may involve required zoning, aesthetic review, variances and permit approval."

The City of Las Vegas offers a year-round amnesty program that allows homeowners to self-disclose non-permitted or non-code-compliant work without penalties for plan review or permit fees. Homeowners with questions about permit requirements or the amnesty program are encouraged to contact the City directly at 702-229-6251.

The City's website also provides helpful resources, including guidance on verifying a contractor's license through the Nevada State Contractors Board. City representatives noted that homeowners are sometimes incorrectly told by contractors that permits are not required for certain work.

A useful resource on the website, titled "When Do I Need a Permit?", explains why permits are essential. Permits provide a permanent record of work performed and inspections conducted, which can be important for insurance coverage, resale value, and understanding of the home's history. Work completed without permits may result in denied insurance claims if the work fails. Permits also help ensure that all work is code compliant.

Work performed without the required permits can be costly. The City may require an engineering evaluation, destructive testing, or replacement of plumbing, electrical, or other systems.

The Master Architectural Committee (ARC) does not require proof of a building permit at the time an ARC packet is submitted. However, approvals can be conditional upon obtaining all required permits. When permits are required, homeowners are expected to secure them. The Master ARC's goal is to help ensure the safety and integrity of completed work and to prevent issues during the sale of a home. Notes from the Landscape Committee

The Ocotillo (Fouquieria splendens) is a tall and unusual plant that grows in the deserts of the southwestern United States and northern Mexico. People often call it the "little torch" because of its bright red flowers. At first look, the Ocotillo can seem strange or even dead. It looks like a bunch of long, thin, spiny sticks growing straight out of the ground. Most plants have between 40 and 75 stems, and they can grow 10 to 20 feet tall.

Even though it looks like a cactus, the Ocotillo is not a cactus. It belongs to its own plant family and is more closely related to plants like tea and blueberries. Its stems are thick and covered with a waxy coating that helps save water. The green stems can make food from sunlight even when there are no leaves.

One of the most interesting things about the Ocotillo is how it reacts to rain. After a rainfall, sometimes in just one or two days, small green leaves grow along the stems. When the weather becomes dry again, the leaves fall off to save water. This can happen several times in one year. When the Ocotillo has no leaves, it is not dead — it is just resting and waiting for rain.

In the spring or after summer rains, the Ocotillo grows bright red flowers at the tips of its stems. These flowers attract hummingbirds and bees. Hummingbirds depend on these flowers for food during their long trips.

Fun facts abound: Mature plants can live 60–200 years, growing very slowly. Native people used the thorny stems for living fences because they often root when planted! They made tools, and even medicinal teas or poultices. The flowers once flavored refreshing drinks.

Racquet Sports Updates

The 2026 Racquet Sports Committee met last month to exchange ideas and to begin the process of preparing for a new year.

We are happy to report that at this time there are no major maintenance or repair jobs scheduled for any of our courts. We should expect to have full use of our great court facilities here at Painted Desert and we should definitely be making plans now to enjoy as much time as possible this spring playing tennis, pickleball and racquetball!

Please make it a point to speak with any of the various Committee members to share your ideas for making court time all that it can be — get fit, stay healthy, meet new people and have fun — all at once!

If you are new to Painted Desert or new to playing court sports here, do leave your contact information with the office and the Committee will help get you pointed in the right direction.

The Painted Desert Men’s Golf Club (PDMC)

Springtime in Las Vegas is the best time of the year to play golf. The course we take for granted offers some of the best conditions in the valley. The members of the club certainly will take advantage of these conditions.

The Men’s Club has seen more than 15 new members join during the past year and looks forward to adding more members in the spring. The club welcomes all Residents to come out and meet your neighbors and fellow golfers.

During March the men’s club will host the 3-day Scotty Greer Challenge (he was the past Painted Desert Head professional and beloved by the golfing community). The members of the Men’s Club will break up into two teams as chosen by two captains. It’s our Club’s rendition of the Ryder Cup with 3 different games. The last two years the winning team pulled an upset on the last day of individual play to win the event; every stroke counts in those 3 matches.

We start April with individual match play. Member against member to see who can stand the challenge of single elimination.

The members, of course, take full advantage of the handicap system to make a level playing field. (Handicap is a value assigned to each player based on past golf rounds to par on the golf course.) This allows a seasoned 5 handicap player to compete against a not-so-seasoned 20 handicap player.

PDCA & Sub-Association Board Meetings

The following information is in accordance with Nevada Revised Statutes 116.

Meeting Procedure

  1. The Initial Open Forum must pertain to Agenda items only. Homeowners/Residents are given three minutes each to speak.
  2. The Board Meeting.
  3. The Final Open Forum addresses any community concern. Homeowners/Residents are given three minutes each to speak.
  4. The Executive Session, which follows the final Open Forum, is held without Homeowners/Residents present, unless a Hearing is requested in advance by the Homeowner/Resident.

Master Association Agendas

PDCA Board Meeting Agendas are posted and available at the Painted Desert Community Center 5–7 days in advance of the Meeting, as well as online on the community website. If you have not visited the website, you must have your account number and password to log on. Please check with PDCA Management for this information.

Sub-Association Agendas

Sub-Association Board Meeting Agendas are available in a variety of ways and at varying times. (Please check with your Sub-Association’s Management Company for this information.)

During the Open Forums, the Association has the right to limit the allotted time to a reasonable period, depending upon the number of speakers and available time. Any Homeowner/Resident may tape-record or videotape a portion of the Board Meeting, provided they pay for the cost of the copy of the tape. See NRS 116.

PDCA Board Meetings are held the third Thursday of each month at the Community Center at 6pm.

The next PDCA Board Meetings are held on Thursday, March 19, 2026 and Thursday, April 16, 2026.

Desert Fairways West held our annual Board member elections with the following results:

We have added 3 business meetings and 2 Zoom meetings this year. Business meetings will be Zoom meetings during the weekday. The intent is to allow more timely actions on required business items. We encourage your attendance at all meetings during the year. If you have any questions, please contact me, Sherry Clark or Robert. Also, if you are interested in serving on the Board in the future, the Nevada Ombudsman’s office offers classes. These are free classes and just take time and interest (red.nv.gov).

Help wanted for the landscape Committee. Are you interested in landscape? Are you good at standing long over maintenance plants, flowers, and trees and recommending to INWA/DCM? Do you have 1–2 free hours per month? If so, please contact Mike Bailey (President).

Our Social Committee is looking for new volunteers to help with the planning and organizing of our May Spring Fling block party! If you have ideas, time, connections — contact Robert, who will advise the Committee.

Happy Holidays! We have finished and or are working on the following projects: New signage on our community sign and pressed announcements, or our entrance! Removal of leaf litter/dying in the planters to accentuate our Palm Canyon signage/entrances and the perimeter walls inside our Gates. Replacement of our trees and repaired and painted. Next order of business is the entrance lighting at the gate planters.

Palm Canyon is calling: “Amazon for Residents!” Do not let our community be ruined by packages left on your doorstep. Use Amazon Locker location: checking each driver, allowing these couriers into our community means a delivery for a Resident. Amazon has installed thousands of these devices nationwide resulting in a big drop in delivery issues.

With a reduction of porch pirating and related incidents, we see a benefit in terms of keeping our community safe, while addressing providing safety, security and more accurate deliveries in a streamlined process. This is a complimentary key fob system to eligible communities with Amazon getting 100% of the installation, maintenance and servicing of the device.

The PC 800 takes pride in our boutique community and the services we offer to our homeowners. Yet we need to ensure our volunteers, our residents and the community assessments of nearly 4 months at $130/mo. Please feel free to drop in, as we would love to see your face!

Trash and Recycle day in Painted Desert is Monday.

Hello, Residents!

Spring is here! This is the time of year to attend your lawns, trees, weeds, and exterior maintenance. Please remember that you have left to put an ARC packet when you make any changes to your lawns, exterior minerals, and exterior painting.

As the weather warms up, we will have kids riding bikes and Residents walking. Please do not SPEED when driving in the streets.

We will know that pets must be on a leash when they go out. We are still experiencing this. There are, however, some Residents who walk their pets without a leash. Please have your pet on a leash and pick up after them.

A few reminders:

  • Adjust your watering schedule.
  • Put trash out at night or early morning.
  • Pick up your recycle and trash bins as soon as possible after collection.
  • Get your 2026 decals from the gates community center.

You can get 2026 decals dated. We are now meeting at the Community Center. Previously DFW. Please note the times of our meetings listed above. We are now meeting at the listed dates.

Spring will arrive soon, allowing for more outdoor activities by our Residents and their visitors. Please use extreme caution while driving and follow the allowed speed limit.

We are continuing to renovate and update the pool area, as well as update/enhance recycling/disposal elements and no longer flourishing, as appropriate for the weather and seasons.

Advising your guests about the closed/community/resident visitor parking area was discussed.

It’s that time of year again! Time to get ready to begin your spring cleaning! Please consider getting the windows to the house clean. As spring approaches, we transition from the cold weather to summer workdays. A deep house cleaning is something a lot of us do, but one thing a lot of us forget to do is 5 minutes of straightening the front of your home. Get in the sun and make you feel good. And while you are outside, the only things visible are the ones on your garage door! These are the items people see when they enter our neighborhood, and clean windows make a good first impression. On the flip side, however, consider those windows! Let the sunshine in!

As to patios, the landscapes have a schedule to use their blowers to clean them as well as sidewalks and driveways when they are new to follow. All the wind blows after they have been here (and it always does!), the leaves and pine needles return. You can use a broom or your own leaf blower to remove this debris the next week. Or simply sweep it into a corner for the landscapers to blow/remove in their next trip. Please do not blow or put anything into the Golf Course.

A big thank you to all of our Residents and neighbors for keeping our community safe. When walking the pups at night, it’s a great way to keep our neighborhood illuminated: turn on patio/front porch lights. We sincerely ask that you use the timers on your 2700k gold white LEDs, the ones that give a soft, warm, friendly option. And do not use the 5000k or 6500k bright white bulbs, the ones that give a clinical/warehouse look, the lights are ones that have a new “look like” new vibe to them. That way, you can just set them and forget them. The key thing is to remember to turn them on every day.

After a chilly and sometimes dreary winter, we are all looking forward to spring, to bring our community back to its lively self. The pools and spas will open on April 1 and have already been serviced to avoid delays in an enjoyable form for the 2026 pool season. Our expectation is that all our Residents and guests follow all the posted Rules and current Reservoir. The properties using these amenities. The Turning Point spas and pools exist for the enjoyment of our community, but we will take action to close the pool/s if Rules do not act appropriately.

At a recent Board meeting, some of our Residents described the experience of disruption they experienced when their furnace system failed. Frozen “pipes,” these systems, known by many names such as “Aquatherm” and others, had the one commodity of water from the hot water heater. It is easy to imagine the impact this in-wall piping, including water heater failure, in this integrated system, including water damage. We want to take this opportunity to encourage all owners and Residents to have their heating systems checked and annually to try to catch any potential for equipment failure issues. Doing so will save owner’s a great deal of money in the long run and will ensure that the problems are not displaced in the case of a multi-family dwelling.

VT/TDS HOA Spring Update

We hope everyone enjoyed a healthy and happy holiday season and had a great start to the year! As we now turn our attention to warmer weather, the VT/TDS Association will begin its focus on spring maintenance to clean up dead and dying trees throughout the community.

Irrigation maintenance remains a high-priority item. If you notice any facility sprinkler heads, irrigation watering on off days, areas of concern regarding grass or turf water, or water shooting into the gutter, please notify Martin at Martins@ lvcm.com so these issues can be addressed promptly.

There are currently two open Board positions. The next Annual Meeting is on March 5 and certain officer positions for the two-year terms will be available at that time. If you are a homeowner and are strongly encouraged also to consider fresh perspectives and new ideas.

Finally, a big thank you to our Neighbors! Pet owners, for picking up the beautiful scenery day wreath at the Arm Road entrance.

Community Care & Grounds
Our landscaping and common areas continue to be maintained with care, and we appreciate everyone’s cooperation in keeping our shared spaces clean, respectful, and enjoyable for all. If you notice any concerns regarding the grounds, please don’t hesitate to reach out to us or the care of our designated management.

Payment System Issues
We understand there have been some issues with the payment system portal. We are working with the Management company if you are having difficulties on any outstanding balances.

Home & Neighborhood Reminders
A gentle reminder to be mindful of community guidelines regarding noise levels, parking, and exterior modifications. These shared agreements help preserve the beauty, safety, and harmony of our neighborhood and ensure Villas on the Green remains a place we are all proud to call home.

WOW! 2026 has already presented to us a challenge for all of our community Associations as well as a few of our Homeowners. What an unexpected beginning to 2026 — a series of storms.

The Board sincerely apologizes for any inconvenience caused by the delayed dispatch of your annual HOA assessment coupon books. By now, everyone should have received updates from Nevada Community Management (NVCM) informing us of resolution of the issue. Due to the length of time our coupon books were held, assessment charged for January’s payment that were delayed. Please contact NVCM if you have not received your coupon book, or if there are any issues with inadvertently charged late fees.

NVCM is setting up to delayed shipment of the VH Board election nomination forms, which are being mailed shortly. Be on the lookout for these in the mail. The annual meeting due to the issue. Per Vintage Hills CC&Rs, the annual assessment mailing period must, and ballots must be returned at least 30 days prior to the Annual meeting, for the election to be finalized. At the time of this Newsletter printing, the rescheduled Annual meeting will be March 5, 2026 at the PD Comm Center. Please let NVCM know if you have not received your nomination or ballot forms. If you have any questions please contact NVCM.

Your Board meets quarterly to discuss VH business, and we welcome homeowners to attend. The next quarterly Board meeting is May 5th at 6pm at the PDCA Community Center. Please review the agenda sign-up information about current agenda items.

Spring Community Update: Landscaping, Security & Harmonious Living

As we welcome the start of spring, this is a great time for Residents to refresh the exterior appearance of their homes and help maintain the clean, cohesive look that defines Viscaya. Small seasonal touchups make a meaningful difference in curb appeal and support the overall beauty of the community.

Community Standards
For homeowners considering any renovations and/or exterior landscaping changes and exterior changes must be submitted to the Architectural Review Committee (ARC) before installation. Clear guidelines ensure harmony and consistency in the community’s appearance.

All proposals must align with community standards and contribute to a well-maintained neighborhood design.

Pet Etiquette
With warmer weather bringing more outdoor activity, we kindly remind pet owners to keep pets on a leash, pick up after them, and be considerate of others when using shared spaces and areas near neighbors’ yards or landscaped areas. These simple steps help maintain shared spaces clean and enjoyable for everyone.

Visitor Registration & Gate Security
For smooth access and accurate records, please remember to register visitors through the GateAccess App, which is used for the Arm Road Painted Desert. Using the app helps organize visitor access efficiently and reduces the workload on the Access Control team.

For Viscaya’s pedestrian gate, ask at the desk and if the gate fully closed behind you. If you experience any access issues with our vendor to resolve recurring problems, we appreciate your help in keeping it running smoothly and maintaining the security of our community.

Why We Choose to Live in an HOA (Homeowners’ Association)?

Most of us who live in Painted Desert chose to live in a HOA because we appreciate having a mechanism of oversight and Rules in place to help guarantee our homes and property will maintain their value and we can live where safely lives from those factors.

Many of us also chose to live here because of the ambience and boutique beauty of each neighborhood. Each Sub-Association in Painted Desert has its own individual personality and vibe, due to the uniqueness of the architecture and landscaping. Painted Desert is a comprehensive set of these Associations and our success as a community relies on each of us being an active participant.

Think about what you can be actively involved in helping to keep us safe and flourishing. Do you light up the front and back areas of your home at night to discourage prowlers? Do you keep your garage doors closed when you’re not out? Is it a fact that no one can get into your house through that very vulnerable access point? Do you drive slowly and safely on our streets and not just on the roads? Do you follow the rules when walking at night to keep yourself visible? Do you keep the outside of your home clean and clear? Do you participate in at least one committee — your Sub-Association or the Master Association office? That is one of the best ways to help things run smoothly and to be involved with your neighbors. Knowing each other is a key to a safe neighborhood. Community watch is a great way to get to know your fellow Residents. Having respect for each other is the basis for good neighboring stills.

Bottom line, we all need to be good neighbors, being involved in the community, following the Rules, reporting when you see violations of the Rules, supporting others to help them be in compliance, working to keep our property looking good and our grounds safe. Each of us has a responsibility to help Painted Desert be the best HOA to live in. Let us guarantee each other we’ll do our best.

So, take pride in your home in Painted Desert. Volunteer to be a part of committees to keep us safe, well-maintained and a beautiful, happy place to live. It is up to each of us, doing an active part of this community makes us what we are. Aren’t you glad you chose to live in the Painted Desert HOA!

Recognition of an Outstanding Officer

(The PDCA Newsletter is providing a means to recognize the Outstanding Performance of a Marksman Officer.)

PDCA Recognizes Officer Curtis Arnold for Outstanding and Dependable Performance

PDCA is proud to recognize Officer Curtis Arnold. Officer Arnold joined Marksman in April 2025 and began serving the PDCA community as a Gate Officer on April 5, 2025. Originally from Los Angeles, California, Officer Arnold relocated to Las Vegas in 2023 to be closer to family. Officer Arnold is a graduate of Crenshaw High School in Hyde Park, Los Angeles. Class of 2019. Prior to joining Marksman, he gained valuable experience in private security, including serving as a Security Supervisor at Gardens Memorial hospital in Los Angeles, California.

Officer Arnold is being recognized for his outstanding service and attentiveness to our Residents. His familiarity with the PDCA community and daily routines recently proved invaluable when he proactively identified and addressed a situation involving a Resident who required assistance. Officer Arnold’s calm response, sound judgment, and immediate action helped prevent what could have become a serious health & safety concern. His professionalism reflects the high standard of care and awareness we expect at all our Gates.

Outside of work, Officer Arnold enjoys reading, flying, weightlifting, gaming, spending time with family, and listening to music. He consistently strives to be the best he can be and says he is grateful to be part of both the Marksman team and the PDCA community.

Meet Officer Bryan Rodriguez!

Officer Bryan Rodriguez joined PDCA Access Control as a Gate Officer on January 1, 2026, after becoming part of the Marksman team on December 26, 2025.

Originally from Houston, Texas, Officer Rodriguez relocated to Las Vegas with his family in 2006 at the age of seven. He later attended Foothill High School in Henderson, Nevada. Prior to joining Marksman, he gained valued experience in both customer service and security roles. He worked as a cashier and everyday essentials at the Fun Dungeon (inside the Excalibur Hotel) for one year, where he worked as a cashier and everyday essentials at the Fun Dungeon (inside the Excalibur Hotel) for one year, then transitioned into private security through other platforms and gained valuable patrol and field experience.

Outside of work, Officer Rodriguez enjoys collecting vintage cameras and spending quiet time with friends and relaxing outdoors. He’s happy to be a part of the PDCA team and looks forward to serving our residents.

Be sure to give Officer Rodriguez a wave and a smile when you see him working at Gate 3 or Gate 4 — he’s happy to be part of the PDCA team and looks forward to serving our residents.

The Estates

The first HOA meeting of the year was January 6, 2026. Homeowners expressed frustrations with the recent Board election process. A vigorous discussion followed with all agreeing outsourcing elections would be a good solution. Unless the process is cost prohibitive, steps toward implementation will be shared at the next meeting.

Next meeting will also have the Traffic Committee presenting an evaluation of speeding solutions, costs, and their recommendations for how to move forward. This is potentially a "big ticket" item so you may want to be at the meeting.

Neighbors have asked me to share some of their concerns regarding driving in our community. Here they are:

1. Winter's early darkness can create a dangerous situation for walkers who can't be seen in the dark. Light clothing, fluorescent vests or patches, even flashlights help keep pedestrians safe.

2. When driving, please remember to "stay to the right". Driving down the middle of the road is just asking for a head-on, and even if minor, who needs that kind of hassle?

3. If you don't check your DCM page sometimes, you might miss important updates. Agendas, assessments, all sorts of stuff is out there to keep you informed. If you aren't familiar with the site or have lost your password, ask Tori (Community Manager) for assistance. She is an invaluable resource!

4. Attending Board meetings and volunteering to assist the Board Members when possible is a great way to keep The Estates safe, secure and attractive. Consider lending your talents to the team!

5. The Estates Board is still looking for volunteers for the Architectural Review Committee. If you are interested, please reach out to Management or a Board Member.

6. Please note that spring is right around the corner and this is the perfect time to get those outdoor projects like landscape completed.

PDCA Residents: Please Note the following updates to the 2023 PDCA Rules and Regulations (R&Rs)

Please Note: Rules and Regulations Update — The February 2024 R&Rs have been amended as noted below.

R&R #1 now reads:

Pursuant to NRS 116.347 and City of Las Vegas Code 5.14.010 (5), Rule R&R, is hereby amended. Except as noted in Rule 4B, all Commercial Mowing vehicles (including rental or hired) movers, trailers, commercial vans, day-to-day service personnel, and all deliveries (furniture, appliances, etc.) will be denied entry to the Painted Desert Community (PDC) before 7am and may not enter or remain in PDC after 6pm, Monday through Saturday. Entry to PDC is allowed on Sundays and listed Federal Holidays. Moving Vans (including rental U-haul types) May enter the PDC for loading/off-loading and must be removed from the PDC before 6pm (M-Sat). Sub-Associations may have more restrictive R&Rs. Please contact your Sub-Association prior to parking any Moving Vans (including rental U-haul Types) on Sub-Association Property.

  • #1.5: No Sharp Right Turn from Gates 3 or 3 for Large Trucks/Trailers into Viscaya & Painted Desert Estates.

R&R #1 now reads:

All Painted Desert resident-owners, leased, or rented motor homes, trailers, and RVs may enter the PDC for loading/off-loading and must be removed from the PDC before forty-eight (48) hours. Resident vehicles must annually register with PDCA, provide insurance and state vehicle registration (per Clark Co. §). Sub-Associations may have more restrictive R&Rs. Please contact your Sub-Association prior to parking any motor homes, trailers, and RVs on Sub-Association Property. (See Section 7.18.5 below)

R&R #52 now reads:

Pursuant to NRS 116.347 and City of Las Vegas Code 5.14.010 (5), Rule #52, is hereby amended. Commercial/Construction/Labor/Service Vehicle Access hours are limited to Monday through Sunday including all Federal Holidays from 7am to 6pm.

R&R #55 now reads:

It is the responsibility of each Resident to maintain the confidentiality of the Pedestrian Gate Code. The Gate Code is for Residents only and not to be given to visitors/guests.

R&R #70 now reads:

Decorative string or ease lighting (other than the above-mentioned Holiday decorations) is not permitted.

R&R #71 now reads:

Lights are permitted under back yard patio covers as well as white landscape lighting, accent lighting or white up lighting is allowed with prior ARC approval. Lights must be white. No other color lighting is allowed.

R&R #74 now reads:

Homeowners who intend to make any exterior improvement, alteration, or modification to the home or landscaping must submit a PDCA Architectural Request packet with the written Architectural Review Committee (ARC) approval of their Sub-Association (as applicable), to the PDCA ARC for approval.

  • Metal, Synthetic, Silk, or Plastic plants are not allowed.
  • All new landscaping ARC applications must meet SNWA Water Smart landscaping guidelines.
  • Artificial turf is accepted as a substitute for mulch (instead of rock or bark) but must be permeable (allowing air and water to pass freely) and meet all other program conditions.
  • 50% plant coverage is required with low flow irrigations.

R&R #13A:

Residents are limited to the use of one (1) court at a time with a limit of (3) guests per Resident on court.
